A bit later this afternoon, Zeta reported an interview with Mayor Marco Novelo of Ensenada where he noted the alarming discoveries, calling the combined executions a "foco rojo" (flashpoint or red flag) and that meetings have been scheduled with Perla Ibarra, Governor Kiko and Daniel de la Rosa Anaya. The Mayor is confidant the corporations are working in unison although any information on these recent cases at the moment is hushed.  When questioned about the cause of the more than 150 murders in Ensenada and San Quintin this year he had no specific answer but did question the recent release of 800 prisoners from local prison (s) and their potential impact.

"A cooler containing a human head and a message supposedly signed by the Jalisco Nueva Generación (CJNG) cartel was abandoned just 300 meters from the offices of the Public Security Directorate.

The finding was recorded minutes before one o'clock on Friday, October 20, on Culiacan Avenue in the Industrial Colony in Tecate; way used to go to the gate with the United States.

The head belonged to a man about 30 years old. It was inserted in a red plastic icebox, next to this was placed a message written in fluorescent cardboard.
"This is going to happen to all the chapulines and those who do not line up here strip the dick. CJNG atte El Puma " , reads on the card.

In June the head of Jose Alfredo Pereira González "El Churumbelo", identified as a hitman of the Sinaloa Cartel was also abandoned along with a cardboard box next to the home of Francisco Castro Trenti, director of Security in the Magic Town and brother of the Mexican ambassador in Switzerland and former candidate of the PRI to the governorship of Baja California.
Here the note: http://zetatijuana.com/2017/06/cae-cabeza-del-cjng-en-tecate/

Only this morning the government of Nereida Fuentes sent a statement in which appears the director of Security ensuring that acts of corruption will not be allowed in the corporation.
"According to the Citizen Security Plan drawn up by the Mayor, Nereida Fuentes from the beginning of his administration, fostering a change of attitude and behavior in the police action, the Director of Citizen Security of Tecate, Francisco Castro Trenti carried out in the facilities of the municipal command the list pass to the elements of the address in the presence of high and middle managers where he said that "no acts of corruption or abuse of authority will be tolerated," the statement said.

So far this year, there have been 42 homicides in Tecate. And as far as the PRI administration of Fuentes (from November to the present), 3 active municipal police officers have been executed."

Ex Marine Liberado en Tijuana es Detenido Por Cruce de Indocumentados
por, Ines Garcia Ramos - 10/20/17

Pasted Translation:

"US citizen James Tyler Yeager, who was accused of robbing a house with a firearm in San Antonio del Mar in Tijuana and being released by a judge in that city, was arrested at the San Ysidro International Crossing for attempting to enter a an undocumented Chinese citizen.

According to the indictment filed by the Southern California District Attorney's Office before the Federal Court in San Diego, at about 6:44 am on September 10, the former Marine was driving a 2006 Ford Focus vehicle with California license plates and applied for admission to the American Union.

However, the Customs and Border Protection (CBP) agent proceeded to refer him to secondary inspection because Yeager did not present any identification and spelled badly on his surname.
Although the ex-Marine asked the officer not to send him to secondary inspection because he had spent three hours there two days earlier, it was in this area where the car was checked and a man was found hiding in the tire compartment of spare in the trunk.

During the interview with US agents, the migrant identified as Han Wu Chen stated that, from China, his family would pay $ 7,000 in exchange for being taken to the United States.

Months prior to this, Yeager was identified by residents of the San Antonio del Mar residential as responsible for at least ten thefts, as captured by security cameras. Eventually, the American was arrested in flagrante delicto while committing a robbery to house room, on Sunday, April 23, 2017.

The State Attorney General's Office (PGJE) reported after his arrest that he was also linked to a double homicide committed in the same residential area, located on the Tijuana-Ensenada highway.

Although the victim of the robbery made his statement and agents of the Federal Police observed how Yeager fled the residence and threw the shotgun used to threaten the owner who was inside, Fernando Benítez, a defense lawyer of the American argued that he was never provided an expert translator to explain the charges he faced.

Thus, on April 30, Judge Leticia Larrañaga Vizarra determined to release the American during the bonding hearing due to the "formal vices" committed during the process that violated his human rights.

After being released on that occasion, the former Marine's family claimed that Yeager would enter a rehabilitation center in the United States for treatment to combat his drug addiction.

According to documents filed before the Federal Court in San Diego, Mr. Yeager pleaded not guilty to the charges of trafficking in undocumented persons he faces, despite the fact that the migrant has already testified against him, and is currently under arrest and under criminal prosecution ."

Paris Goes For Her Cat Scan this Week Ca-ching !! Trump On A Rampage - Look At What ICE Is Up To - Northern CA Fires - Mexico's Law Against Forced Disappearances & 2017 Global Impunity Index - Ryan Deveraux Not Allowing The Ghosts of Ayotzinapa To Fade Away - Local Executions Continue Updated 10/17 @6:42pm

Maybe I should start a Go fund Me Page for Paris; we had a consultation with Dr. Jackson at the VCS in Kearney Mesa, and unfortunately because of her bone development it looks as though she will need either clips or a plate in her leg.  Prior to the surgery however, this week we go back for her Cat Scan this week.  Mike made one ramp, next weekend he'll make the other.  The Doc suggested instead of buying an air mattress for her, just take our bed off the frame.  So, the next 12-16 weeks at least it is going to be rough.  After her surgery, she has to go in once a week for check ups.

Meanwhile, we renamed the Daca cat "Bob"(because "DACA" seemed to grim) and he is allowing us to hold him, the next thing is to get him into a carrier and take him in for shots, etc.  My back completely healed but I twisted my ankle which is blown up like a balloon.

In other news, apparently the HOA here wanted to completely shut down the North Gate entrance, but Reuban  & Carmen stopped them by handing them a letter from Caminos stating that no you just cannot shut off access from the Highway.  I'll get the whole story later. Small earthquake (2.8) in TIJ Saturday night, but we didn't feel it.

Great Comment from the ICE article from Ellen:

"These are some scary times. Scapegoating and Othering the most vulnerable entities in our society to cover up the Trump administration’s own crimes and distract from their sinister agenda. Going after critics of the administration by issuing warrants that force anti Trump groups to divulge who visited their site, demanding academics be investigated for criticizing Trump, targeting immigrants, even legal ones, including naturalized ones….this is all textbook authoritarianism.

His next priority is welfare reform, because as we all know the reason this nation is bankrupt is because of people on welfare. He has put banksters and corporate heads in charge of government agencies; or more like threw such government agencies at them to devour, the members of his cabinet misappropriate millions of tax payer dollars to fund their own extravagant travels and the priority is to nickle and dime poor people.

I cant believe how quickly this nation is disintegrating and how slowly everyone is catching on at just how badly and quickly things are going downhill. I am very alarmed by all this."

The Fires....

There has not been local coverage here of the horrendous Northern California fires which are the result of climate change. This non-coverage surprised us, a few years back absolutely fed up with the drug war and violence here (imagine how I feel now) I kept looking at Calistoga as a possible refuge for retirement.  I was delighted to see more of the conventional US media mentioning climate change as the cause.  On the other hand, there has been coverage of NAFTA negotiations down here, unlike the US MSM.  However, I have not read about any concessions for environmental regulations nor for worker's rights or improvement in the slave wages paid by the billion dollar corporations. And with Trump in power, I would not expect any improvements in those categories.

Here are just a couple of reports on climate change/global warming's relationship to fires:

From YaleEnvironment 360:

" The increase in forest fires, seen this summer from North America to the Mediterranean to Siberia, is directly linked to climate change, scientists say. And as the world continues to warm, there will be greater risk for fires on nearly every continent. "

Stark Evidence: A Warmer World Is sparking More and Bigger Wildfires
by, Nicola Jones - 10/02/17

One of the studies Nicola Jones mentions:

" Increased forest fire activity across the western United States in recent decades has contributed to widespread forest mortality, carbon emissions, periods of degraded air quality, and substantial fire suppression expenditures. Although numerous factors aided the recent rise in fire activity, observed warming and drying have significantly increased fire-season fuel aridity, fostering a more favorable fire environment across forested systems. We demonstrate that human-caused climate change caused over half of the documented increases in fuel aridity since the 1970s and doubled the cumulative forest fire area since 1984. This analysis suggests that anthropogenic climate change will continue to chronically enhance the potential for western US forest fire activity while fuels are not limiting."

To cut to the quick Zeta reports on 10/16 that up until 10/11/17 there were 64 executions in Tijuana this month of October, bringing the YTD Baja California total up to 1,746  homicidios dolosos.

What is unclear is if the 15, then 5 more from 10/12 were included in Zeta's totals.

Still, using Frontera as a baseline since 10/13 to this moment I have counted 15 more dead in Tijuana.

Low ball figure then to this moment, the month of October is at 79 dead in TIJ and for Baja California  the YTD figure would be 1,761 dead. These are not official PGJE figures.

Before Everyone Changes The Subject and We Move On To The Next Mass Shooting In The USA: "A Sick Country Filled With Guns" .....

Will return to the violence in Baja California which nothing - not earthquakes, hurricanes, wars, famine, corruption, mass killings in the USA will stop and something to think about before we move on to the next mass terror killing in the USA:

From the Intercept - link within title which will also take you to the podcast, "Guns Before Country":

A Sick Country Filled With Guns

We live in a sick country. A country where it’s legal for someone to purchase 30 assault weapons and unlimited ammunition, weapons that really only have one purpose: to hunt and kill other human beings. A country where a cabal of high-powered lobbyists, bought-off politicians, and gun manufacturers profits off of massacres, where the meaning of the Second Amendment has been twisted so intensely that it no longer matters why it was written or what it was actually intended for.

The leaders of the National Rifle Association, who would be viewed as terrorist enablers and promoters in a sane society, they don’t like the first part of the Second Amendment — so much so that they don’t include it in their very public memorializing of their Holy Bible of gun addition.

The version of the Second Amendment displayed at the NRA’s headquarters doesn’t include the first half of the Second Amendment. The NRA only wants you to focus on the second half, which says, “… the right of the people to keep and bear Arms, shall not be infringed.” The first part of the Second Amendment, which the NRA finds too inconvenient to include, states, “A well regulated Militia, being necessary to the security of a free State …”

Was the Las Vegas shooter a member of a well-regulated militia? No. Were any of the murderers who shot up schools or religious assemblies or workplaces members of a well-regulated militia? No. And regulated — that’s an interesting word, because no thoughtful person can really argue that guns in the United States are actually regulated in any meaningful way. In this country, you can buy dozens of assault weapons. You can store enough guns and ammunition in your garage to wage a small war. Why? Because the Second Amendment has been laundered through lobbyists, and some Supreme Court justices, to mean something it does not mean.

The coalition that fans the flames of fear and promotes the idea that guns keep us safe — that the solution to gun violence is more guns — makes a shitload of money off of all this death and misery. And they will make more money off of the Las Vegas massacre.

You can murder 20 innocent children between the ages of 6 and 7 at Sandy Hook Elementary School and these villains are unmoved in their belief in the golden calf of assault rifles. “If only the teachers had been armed, those kids might be alive today. Now let’s check out our stock prices.”

Each time we’re faced with a new mass murder with guns, in this case 58 killed and more than 500 wounded, we end up in the same place: “Let’s pray. Let’s tweak this or that law. Let’s talk about using acoustic sensors to detect gunshots. Let’s put armed private security in schools. Let’s use the terrorist watchlist to deny gun purchases. Let’s have more surveillance, more religious and racial profiling.” Which is absurd, given that most mass shooters are white.

None of what most politicians and TV pundits offer up in the aftermath of these killings is going to do anything to solve the real issue: We are a nation filled to the brim with guns, including assault weapons that are actually meant for assaulting people. Not for hunting. Not for sport, unless your sport is murder.

Watch what happens in Congress in the coming days. Empty platitudes. Bullshit proposals: “We must do something about this.” And, of course, a lot of prayer. But none of that is going to change to the fact that we live in a sick society that believes guns bring us security. A nation that has been taught by powerful, twisted people that guns aren’t part of the problem. That everything except guns — and how easy they are to get — is the problem. Mental illness is the problem. Muslims are the problem. Gangbangers in Chicago are the problem. Not having a gun is the problem. And when these mass shootings happen, most of the time, the shooter is a white man. We want to know who he was, why did it, what his motive was, as we should. But compare that to how black victims of police killings are treated in the media: “Well, did they do drugs? What were they wearing? Did they have a criminal record? Did they listen to hip hop? Where are the fathers?”

After he was killed by George Zimmerman, Trayvon Martin was characterized as a thug, his hooded sweatshirt somehow evidence that he was scary or menacing. That’s how black victims are portrayed. After police shot Tamir Rice, the head of Miami’s police union called the 12-year-old a thug, saying that if you act like a thug, you’ll get treated like one.

Contrast that with some of the stories we’ve seen about the Las Vegas shooter — not victim — shooter! One headline (since changed) in the Washington Post said he “enjoyed gambling, country music, lived quiet life before massacre.” Black victim is a thug; white shooter is a character from a country western song who just happens to murder 58 people. It’s sick. And this is a pattern.

What if mass shootings carried out by white men were covered the same way that stories involving shooters of other races are covered on a daily basis in this country? White-on-white crime. Let’s investigate country music and its violent lyrics. Let’s find some white people brave enough to speak out on this pandemic of white men carrying out mass shootings at an alarming rate. And let’s make them speak for their entire race.

We all know why the narratives are different. And another thing: We’re hearing once again that this is the most deadly mass shooting in U.S. history. It’s just not true. There are several examples of white gunmen killing huge numbers of black people. The 1917 East St. Louis massacre resulted in an estimated 100 black people being shot and lynched; in 1873, between 60 and 150 black people were massacred in Colfax, Louisiana. We don’t even know the exact numbers of Native Americans killed in mass shootings since the founding of the United States: Hundreds were killed in places like Sand Creek, Clear Lake, and Wounded Knee.

Donald Trump, who boasts that he’ll be the best friend the NRA could possibly have in the White House, suddenly found God when he first addressed the Las Vegas shooting. Let’s be real: Trump’s deepest connection to the Bible is watching Charlton Heston as Moses. But religious Trump, who speaks from the Scriptures, was praised for his perfect tone across the media. Specifically, on CNN: “Just what we needed to hear.”

A big part of our problem on guns is how it’s discussed in the media. Presidents who get prayerful are praised instead of held accountable for the role they play in sustaining this nation’s gun addiction, in promoting the gun industry that profits off of murder. When the shooter is an Arab or a Muslim, they are often immediately branded as a suspected terrorist. After Las Vegas, the president and other politicians called this shooter “deranged” or “insane” or another word that’s lost all meaning — “evil.”

When it’s a Muslim shooter, it’s perfectly acceptable to talk about what the U.S. response should be: watchlisting, banning people from entering the country, surveillance of mosques. But when white people do the killing, don’t talk about guns. That’s politicizing the tragedy, disrespecting the victims. Whether it’s someone inspired by ISIS murdering his coworkers or a white man shooting up a school or a white man gunning down Sikhs because he thought they were Muslims, they all do it with guns.

We don’t need prayers. We don’t need fake unity over the tragedy. We need to look at the common factor in all of these heinous acts of mass murder: guns. Anything else is just putting a Band-Aid on a gaping, infected, and lethal wound on our society.

Las Vegas Massacre: I Would Be Completely Surprised If There Are Any Changes Made To USA Gun Laws......

.....particularly since Trump supports the NRA who basically controls both houses....errr, the government.  Good reports from Common Dreams (more and more on their sidebar):

Hat Tip to Frontera's Cartoon This Morning - BTW, I do have updates on 09/17's homicidios dolosos totals, will edit last blog. Shooters most likely got their weapons from the USA.
