The upward trend coincides with the arrival of the Jalisco Nueva
Generación Cartel (CJNG) to Baja California in 2015, which led to a
dispute with the Arellano Félix Cartel (CAF) cells to seize areas that
were under the control of the Sinaloa Cartel (CDS).
Specifically in the case of Tijuana, during 2017 and 2018 the
corporations began to notice the dissolution of the CJNG-CAF alliance,
which led to more assassinations among these groups, as well as the
loosening of the CJNG. This conflict between cartels is repeatedly pointed out by local authorities as the main cause of so many violent deaths.
The
other factors to which they attribute such a high number of homicides,
are the growth of the market of drug dealing in the State and that the
crime of carrying firearms does not merit informal preventive detention,
whereby all detainees with a pistol or rifle You can take the criminal
process freely.
ZETA
made a comparison of the incidence of crime in the five municipalities,
their behavior in recent years, the arrest of murderers and the
strategies that corporations in each municipality have to contain and
reduce this crime.
The obvious thing is that Francisco Vega de Lamadrid's six-year term
has already surpassed the highest numbers in Baja California.
In his first month as governor, in November 2013, the Attorney General
of the State (PGJE) accounted for 72 events of intentional homicides.
In contrast, the monthly average of victims registered during 2018 was
262 murders, more than triple the number with which Vega started his
government.
With 8,481 malicious homicides during his administration and not
reversing the trend that was presented in 2018, of 262 murders per month
on average, the PAN could conclude his term with more than 11 thousand
homicides.
TIJUANA: THE PLAN TO CONTAIN HOMICIDES
During 2018, 2,508 people were violently murdered in Tijuana, 80
percent of the total victims in the State with an average of 7 victims a
day. With 1,781 malicious homicides in 2017, it was an increase of 29%.
Although the Municipal Police increased its operation as never before
with the arrest of 140 murderers and the confiscation of 988 firearms
-789 short and 188 long- in 2018, in the words of the Municipal Public
Security Secretary, Marco Antonio Sotomayor Amezcua, " We are reaching a
figure that is very difficult to accept, we have done everything we can
to reverse this situation, we have had operational results as never
before, but we understand that it has not been enough to give the
results that all Tijuana residents are looking for.
We want to tell you that this year we are going to redouble our
efforts, to carry out different operational strategies in coordination
with the other instances of other government bodies to try to achieve a
reduction in homicides. "
Given the high number of homicides related to the sale of drugs, the
strategy of the Municipal Public Security Secretariat (SSPM) has been
based on two guidelines: combating drug dealing in the streets and
confiscating firearms.
Although, this strategy will continue, the dependence will work on the sectorization of the city. Most homicides are concentrated in the Area.
This, specifically in the police districts of Natura, La Presa, La Presa Este and Los Pinos.
For this reason, the 120 new elements of the Police, who will graduate
from the Academy at the end of January, will be sent to that area.
In an interview with ZETA
, Sotomayor noted that the rising trend in homicides in Tijuana began
to register in the summer of 2016, shortly after the New Criminal
Justice System (NSJP) came into effect and with it the reform to the
National Procedures Code. Penalties that preventively detains preventive
detention of those who are detained with a firearm.
"The criminals realize they can carry weapons and there are no
consequences, but this also goes hand in hand with another external
phenomenon, which has to do with the strengthening of the CJNG,

increased by 45% and the arrest of homicides by 67% from 2017 to 2018,

Only in Tijuana, 90% of homicides were committed a firearm, said Genaro
de la Torre Quintanar, president of the Citizen Committee of Public
Safety in the city.
Therefore, this citizen body expects, like the SSPM, that a reform of this Law will have an impact on the homicide figures.
"The numbers are alarming, but it is positive that the possession of a
weapon is considered a serious crime, it will help the citizens and the
police," he explained.
"The criminals, knowing that nothing happens to them if they bring
firearms, they are comfortable in the street with these weapons and they
have the facility to commit any homicide and can not stop them."
The businessman also considered that the work of the Municipal Police
has included operations, arrests and relevant confiscations, but due to
the revolving door that represents for many detainees not to
remain in prison despite being investigated for committing a crime, it
is difficult that these results subscribe to the reduction of homicides.
"In the preventive issue, it is definitely important citizen
participation in the issue of reporting any suspicious activity around,

During the celebration of International Police Day, the Secretary of
Public Safety assured the media that the SSPM will work on a containment

Regarding the work of other instances of government, Marco Sotomayor
considered that the Government of Mexico should work more in the
investigation of the cartels with a presence in the city to dismantle

ENSENADA, THE MOST VIOLENT MUNICIPALITY: 257 HOMICIDIOS
With 257 homicide victims during 2018 in Ensenada, the figure not only
exceeded in 62 murders those committed in 2017, but it is the highest
number in the history of the port.
Of the total homicides, just over 100 occurred in the southern area of
the municipality, the rest was distributed in the urban area and the
delegations located to the north and northeast.
November was the most violent month with 31 victims, followed by April (30) and October (29). In counterpart, the least violent months were March, June and July, with 12 victims each. December ended with 18 homicides, the fourth least violent month of the year, tied with February.
In addition to the record in homicides in 2019, there were other
situations that were rarely seen in the municipality, such as the
placement of several narcomantas and messages with corpses, both with
allusions to groups of drug traffickers.
As happened on April 10 and 11, when six semi-buried bodies were found
in the El Roble subdivision, as well as a narcomanta hanging a few
meters from the house of Mayor Marco Novelo in El Sauzal.
For several hours, the message could be read by those who walked the street: "Ensenada is the square now belongs to me to fuck your mother CJNG, CAF and Sinaloa Cartel, atte Cártel La Rana".
At 10:57 pm on Tuesday, October 10, a murder was reported on Private
Pacific Street in the Pórticos del Mar neighborhood, one block from the
Police Station. In the place was found the body of a man of approximately 1.70 meters tall, thin complexion, dark complexion. He wore black shirts and pants, and brown tennis shoes.
There were ten percussed casings, two bullets deformed and a cardboard
stuck in the stomach of the corpse with the following legend: " This

On October 30, another narcomanta was discovered on the bridge in front of the El Ciprés Military Garrison: " TO

One more was removed from the bridge located in Circuito Oriente and Kiliwas, in front of Cecyte, on November 6; as in the other two, the noun "La Barredora" appeared.
The Survey of Citizen Perception (Enpeci), corresponding to the third
quarter of 2018, higher index in 9.1%, compared to the second quarter,
refers that 83.3% of the inhabitants of the city consider that living in
Ensenada is insecure, revealed Javier Barraza Salazar , president of
the Economic Development Council of Ensenada.
The economist Rubén Roa Dueñas and businessman Jorge Nava, director and
leader of the Metropolitan Center of Economic and Business Information,
respectively, pointed out that only 20.1% of the inhabitants are
optimistic and believe that things will be better within 12 months.
The survey was carried out on a sample of 1,626 people in the
Tijuana-Tecate-Rosarito-Ensenada metropolitan area, of whom 384 were
interviewed in the latter city, and in a generalized manner indicates
that the testimonies of criminal behaviors increased with respect to the
previous quarter. .
The attested behaviors that presented a greater increase were: robberies or assaults, 80.5%; vandalism in homes or businesses, 75.3%; 64.8% street alcohol consumption; violent gangs and gang members, 46.9%; frequent shooting with firearms, 38.8%.
The main places where the population said they feel insecure are: bank tellers, 74.7%; public transport, 69.0%.
64.3% see the streets as dangerous; 58.6%, the markets; 57.6% of roads and 53.4% of shopping centers.
According to the results of the third quarter of 2018, the habit that
most families avoided was allowing their children to leave their homes
alone, for fear of being victims of a crime.
56.25% no longer allows their minor children to leave; 32.03%, they are not allowed to visit relatives and friends;
52.34% do not go for a walk after eight o'clock at night and 75.78% do
not carry valuables such as jewelry, money or credit cards.
Roa Dueñas and Nava Jimenez indicated that the Enpeci states that 58.6%
of the people of Ensenaden have the perception that the majority of the
people that make up the municipal government are corrupt and 72.7%
think that the municipal government acts mainly with the benefit of a
few sectors instead of society in general.
Finally, they said that people trust 38.5% less in the application and
procurement of justice in Baja California with respect to 2017.
WITHOUT MONEY FOR FUNCTIONING OF MUNICIPAL POLICE AND AN NON-EXISTING ATTORNEY
Faisal Karim Nassif Díaz, president of the Citizen Council of Public
Security in Ensenada, said: "We had not had those numbers, last year
they were 195, it has been unquestionably the worst year in that sense
in Ensenada. The other issues that most affect the citizenship, theft to trade, home and robbery with violence, have been very high ".
In addition to the struggle of drug trafficking groups for the
territory, the counselor attributed the escalation of violence to
incompetence from the State Attorney's Office, and the City of Ensenada
for not granting sufficient resources to the Municipal Police to do
their work.
"It is something that reflects the lack of government support to
corporations, because it is difficult to demand results when even for
gasoline have, have run out of fuel to patrol up to two weeks.
In addition to the lack of personnel, given that the last two
administrations did not hire a single policeman and many retired, in the
current one they have hired 30, but have retired the same amount, then
the lag is historic.
Ensenada has more than a thousand colonies and is protected by 100 municipal agents and ten state agents per shift.

on behalf of a practically non-existent Attorney General who hides
behind the New Criminal Justice System, because they kill and kill
people and nobody pays.
"We also had many meetings of budget analysis of the Police with
representatives of the business sector specialist in resource management
and municipal government, it was clear that the 19 million that have
been budgeted for the last four years for the corporation are unreal and
they have never reached, requires 50 million and only for operational
expenses outside of payroll;
the Council made the official proposal, the treasurer ignored it and
again budgeted 19 million, because they say they have considered having
one billion pesos available- There is no certainty of where to obtain
more resources, and they decided not to prioritize safety and needs of
the corporation.
"And worse still, the mayor was rejected by the Income Law 2019 and,
according to the legislation, they have to go with the 2018 numbers.
Then, 2019 is expected to be the same or worse."

"What we have left is to redouble efforts from the council to implement and strengthen groups of vigilant neighbors through WhatsApp groups, we will continue with this effort, we will relaunch the campaign."
ROSARITO: STRENGTHENING THE INVESTIGATION OF HOMICIDES
In the case of Playas de Rosarito, 123 people were killed during 2018,
six more victims than in 2017. Although the number of violent deaths
varied by 5%, the events only increased from 108 to 109, which means
that there were more homicides with more than one victim.
Ángel Manuel Guillén Armenta, Deputy Attorney General for Justice in
Rosarito, explained that in the last two years, the incidence of
intentional homicides has risen in June.
Also in 2018, in eleven cases of intentional homicides, the alleged
perpetrators were presented before a judge and are in criminal
proceedings. Additionally, throughout the year, the Municipal Police obtained 23 arrest warrants.
Guillén Armenta, who took over the Deputy Attorney General's office in
September, estimates that between 80 and 85% of the murders in Rosarito
are linked to drug dealing, which complicates his investigation due to
the lack of witnesses or testimonials from family members who help solve
the crime.
In 2018, Rosarito was the scene of two high-profile homicides. On the evening of October 13, priest Arturo Orta was gunned down in the Rancho Vista neighborhood while at the wheel of his Grand Marquis vehicle ; Hours before, he had left his parish, located in the Obrera neighborhood of Tijuana.
A few days later, on October 15, the body of Marbella Ibarra, former
coach of the Xolas soccer team of Tijuana, was found wrapped in duct
tape and a blanket on Puerto Nuevo Boulevard. The pioneer of women's football in Mexico had one month gone.
The deputy attorney explained that in both cases, the integration of
investigative files with data continues, but the alleged perpetrators
have not yet been arrested.
Other homicides in which the narcomenudeo is not the line of investigation, have been resolved.
On November 6, the PGJE reported the arrest of Ricardo Hernández for
the murder of his wife Edith Carolina Fernández, found dead in the Palma
Real de Tijuana subdivision, near the border with Rosarito, on October
12. Her body was wrapped in a blanket and had been strangled.
From the beginning, relatives of the victim reported the death and
requested the support of the citizenship to find their former partner
and father of their two children, who had confessed the crime.
Finally, after obtaining sufficient evidence, the PGJE obtained an arrest warrant against Hernández for feminicide; He is currently in prison.
After his arrival in office, Deputy Attorney General Guillén
restructured the Homicide area by converting it into a Specialized
Coordination with prosecutors and ministers with the profile to
investigate this crime.
"It is managed separately from other units that were together, it is
managing the strengthening of personnel, both fiscal and ministerial, to
take the progress of pending investigations where there is a lot of
information," he explained.
With this strategy, Guillén Armenta not only hopes to resolve the
crimes that arise, but also to reduce the backlog of investigations from
previous years.
TECATE, THE MUNICIPALITY WITH LESS MURDERS
In Tecate, the municipality with the lowest incidence of intentional
homicide in the State, there was an increase in this crime. Of 62 victims counted in 2017, in 2018 there were 100 victims in 79 events.
We managed to prosecute 17 research folders (17%), the highest index in all BC.
However, the figure registered a considerable increase of 38%,
following the trend that was registered in the rest of the
municipalities.
Another of the most relevant aspects in the analysis of the incidence
in Tecate, were the several multiple homicides that were registered with
eleven double events, two triples and one quintuple. Of the total victims, 94 were men and six women.
As in Tijuana and Rosarito, which make up the state's coastal zone, in
Tecate, growth is also attributed to the dispute between cartels for
drug dealing and drug trafficking to the United States.
In some cases, there is even knowledge of homicides that occurred in
Tecate that were planned, or with victims deprived of freedom from
Tijuana.
MEXICALI CLOSED 2018 WITH 160 HOMICIDES, THE HIGHEST FIGURE IN 13 YEARS
Since 2006, when the count of criminal incidence began in Baja California, Mexicali had not had a year with so many murders.
In 2018, the PGJE closed with 160 intentional homicides, that is, seven
more than last year and five more than in 2012, considered the most
violent year in that sense.
Although the director of the Municipal Police, Alonso Ulises Méndez,
affirms that there were substantial reductions in practically all the
indicators of violence in the municipality, the reality is that violent
deaths, one of the most sensitive points of insecurity, kept the
constant upward .
According to figures from the Public Security Secretariat of the State
(SSPE), in 2017 there were 152 homicides in Mexicali, which represented a
substantial increase compared to 2016, when the figure reached 114; 2015 had 107; 2014 accounted for 134 and 2013 closed with 150.
Particularly in the last two years, the PGJE has identified an increase
in the incidence of homicides related to drug dealing, but not with
organized crime, since they consider that the majority of drug-related
murders are among local groups with little capacity for operation .
The same agency established and reported that 30% of the homicides
derived from struggles among urban drug dealers, whose investigations
are complicated because they frequently hire assassins from other
entities, or they have nothing to do with the crime.
The majority are due to conflicts between members of the CDS. Although they are cells that respond to the same boss, in reality they maintain a struggle for control of various areas.
Specifically, there is a very definite battle between assassins of
Felipe Eduardo Barajas Lozano "El Omega", who controls a large part of
the urban and conurbated area of Mexicali, and Vicente Martínez
González "El Guilo".
The first seeks to take control of the northern area of the Mexicali
Valley, specifically the town of Los Algodones, Ejido Pachuca, Meerida
and Guadalajara, whose large extensions are used for the descent of
light aircraft for the subsequent traffic of drugs.
The battle has generated several homicides, one of which occurred in
Los Algodones, where a group of hitmen in tactical clothing and heavy
weapons shot down 34-year-old Jesus Adrián Núñez Vaughan as he was
walking towards a taco stand; around him were more than 70 R-15 casings.
Two other homicides "shook" the criminal scene in Mexicali. The first one occurred in March 2018, ending the life of Bernardo Antonio Corral Linares, known as "El Tony".
Originally from Ciudad Obregón, Sonora, but based in Mexicali, he was
one of the main operators of Cenobio Flores "El Checo", one of the
lieutenants of Sinaloa, of whom information is unknown for years.
"El Tony" was shot down outside of the Ocotlán
taqueria, located on Calzada Anahuac in the Jardines del Lago
subdivision, by an assassin who unloaded his AK-47 weapon at close
range, when Corral boarded his car.
A week later, another operator by the name of Jesús Martínez Ruiz,
better known as "El Güero Pangas", was shot down with heavy-gauge
weapons while he was traveling in his vehicle in the company of a woman;
the projectiles reached him despite his attempt to flee at high speed
and perished in a field located in the vicinity of Ciudad Morelos.
Another five murders occurred between July 3 and 4, at various points
in the municipality, which are presumed to be related to a "low" of " crystal" occurred in the Valley of Mexicali.
The first two murders took place in the Cerro Prieto neighborhood,
where they killed Agustin Castellanos Lara and Alan Axel López Romero,
aged 46 and 22, with a long list of criminal records; Their bodies were found on the night of July 3 on the sides of a Toyota vehicle that was left with the lights on.
The next morning, the Municipal Police located the body of Luis Alberto
Ruiz Morales, 29 years old and nicknamed "El Ruso" -not the lieutenant
of the Sinaloa Cartel-, inside another Toyota car on Avenida Monzón of the Casa subdivision. Magna; he resided in Ejido Tula.
The last two findings occurred in the vicinity of the Sonora Ejido: the
burned bodies of Aldo Curiel Gómez "El Pacquiao" and Adrián Higuera
López "El Dólar" were found inside a vehicle with a report of theft.
The rest were given through social coexistence, of which 13 were
femicides, where most of the accused were close to the victim
intimately, and although the figure is below the 17 registered in 2017,
in 2018 they documented cases with greater sadism, such as that of the
young Delia Isabel, whose body was dismembered and partially abandoned
in a " picadero ", while her head was found in the refrigerator of the person presumed to be her victimizer, now detained.
Mexicali remained the third municipality with the most homicides during
2018, below Tijuana and Ensenada, and above Rosarito and Tecate.
In this context, Deputy Attorney Fernando Ramírez Amador presumes an
effectiveness of 63% in the resolution of this type of crime, the

Eleven people were executed in different events during the last hours in Tijuana. The number of intentional homicides amounts to 202 victims so far this year.
Around 07:00 hours on Thursday, January 24, the body of a male was reported inside a suitcase. The unknown victim, approximately 30 years old, had a piece of cord around his neck. The finding occurred on September 15 street in the annexed colony November 20.
Then at the General Hospital José Antonio Reyes Álvarez, 31, died. The man was shot to death in the Villas del Campo neighborhood. Román Leyva Félix of 35 years died in the same hospital. The victim had been assaulted days ago in Urbi Villa del Prado.
A minor of 15 years, died by strangulation and his body was found
wrapped in blankets in the Callejón de las Rosas, in the Centenario
colony. As evidence, three pieces of black adhesive tape were placed.
The body of a woman, hitherto unknown, was found buried in a vacant lot on Gardenias Street in Rancho Las Flores. So far the cause of death is unknown.
Martín Martínez López, 47 years old, was strangled inside an address
located on Fiji Circuit Road in the Villas del Sol subdivision.
The first minutes of this Friday the 25th, in a neighborhood road in
the colony of Nuevo Milenio 2000, were found the bodies of a man and a
woman with injuries caused by a firearm projectile. The man ranged between 30 and 35 years, while the woman between 25 and 30 years. Both remain as strangers. Experts located four caliber 40 casings on the scene.
Alfredo Batres Sánchez, 48, was declared lifeless in the facilities of
the General Hospital after being shot three times in the right forearm
and one in the maxilla. It is unknown where he was attacked.
Finally, in the Mineral colony of Santa Fe, a stranger of around 20 years was found dead. The victim was wrapped in a blue sheet.
In none of the facts are people arrested."

The
disappearance of people in the area of El Descanso in Rosarito,
initiated a series of investigations of homicides and deprivation of

Along the coast of Rosarito, in the vicinity between Popotla and Puerto Nuevo, there is a zone forbidden by criminals. At night, groups of armed men dressed in black take control of the area identified as El Descanso. "It is obvious that they protect an activity that they develop at that time, in that place," one researcher told ZETA .

are men and women who operate criminally for René Arzate García "La
Rana", their main criminal service is the transfer of drugs to the
Sinaloa Cartel, but they have no problem in depriving them of liberty
and killing those they consider suspicious of belonging to another cell.

brothers, René alias "La Rana" does not have arrest warrants in Mexico,

They also point out that "... they introduce cocaine, methamphetamine
and other chemical drugs into Mexico, from Asia and South America,
including Colombia, Ecuador, Venezuela, Peru, Panama, Costa Rica,
Honduras and Guatemala. They cross it to San Diego by land and by sea, and launder the money through bank transfers.
The file is filed with the Southern District Court of San Diego, California.
The same year, the US government issued an alert including "La Rana" on
the Most Wanted list by the FBI (Federal Bureau of Investigation).
He is described as "a senior member of the Sinaloa Cartel", accused of
"conspiring to import a large quantity of marijuana into the United
States." They offer $ 20,000 for information leading to their arrest.
While Alfonso Arzate García has arrest warrants pending execution for kidnapping and murder in Baja California.
FOUR PRIVATE YOUNG PEOPLE OF FREEDOM
The people who live in the area know who they are and where they move, but they do not report or go out to the beach at night. Something that a handful of boys did that looked for fun.
The young people went out on Friday, November 30, 2018 to continue until the early hours of December 1.
When they did not appear, the relatives filed complaints with various
public ministries in different areas of the city and requested support
through social networks.
Two weeks later, the force of the complaint and the claim for
attention, contrasted with the silence of families who came to withdraw
the complaint and refused to give information.
Without further evidence, they went together to say that their boys had
appeared, added that they had immediately left Baja California, that
they would not return and had nothing to say to the authorities.
They emphatically requested that the investigations be closed, which would result in the cancellation of the search operations.
"Obviously, not saying anything and canceling the folders was the price
of the children's freedom, it was not known that they had paid, but
they did not want to talk," said a member of the operating forces.
The morning they disappeared, Cinthia Sánchez, 23 years old; Vianey Navarrete, 25; Rolando Camacho, 29; and Marco González, 19, were driving in a white 2012 Honda Civic sedan, plates A74NYS2, owned by Camacho.
They went from Tijuana to Tecate, in that municipality they arrived at Cava Garcia
to buy a box of wines and then they moved to Rosarito, they crossed the
retainer of Bulevar 2000 around one o'clock in the morning. It was in the fifth municipality where their friends and family lost the trail they had been following over the phone.
The
communications through telephone messages that they made known when
filing the complaints went in two directions: a family claimed that they
had disappeared at the police checkpoint;
and two others, warned that a group of armed men approached them while
they drank wine on the beach, even asking to report to the police.
The investigation that took place during two weeks, could determine
that the young people were retained, at least, until seven in the
morning of December 1 in the area of El Descanso.
Later, the girls were transferred to Ensenada, while the young Marco
González was taken to one of the Rosarito neighborhoods, afterwards they
did not know any more. The last message received by the nearby people who denounced was "we are still alive".
On December 2, the Ensenada Police found the car on the road to Valle de Guadalupe, had burned it but left the license plate. In such conditions was found in a service of cranes of the Buenosairean municipality
ROLANDO DOES NOT APPEAR
According to the young people, they informed friends and family at dawn
on December 1, before losing communication, the problem was that when
the men arrived and checked them, they found Rolando Camacho a weapon in
his clothes.
Camacho was the common contact between the other three young people,
and the unofficial version among them was that it operated for the
Cartel de Jalisco Nueva Generación (CJNG). However, when he was discovered armed by the criminals of the Sinaloa group, he assured

The premise is that he was in the wrong place and time, "went to the
beach for a mere sentimental issue, the death of his father."
And they hope he is still alive "because the boys were kept for a long
time-two weeks-and because the agent was not involved in the search for
drug traffickers, nor had any cartel issues," however, his family and
the authorities carry more one month without knowing his whereabouts.
On December 9, 2018, the municipal police César Guillermo Blancarte
arrived late at his home, the family heard noises as if looking for or
preparing something to eat and then sat down in front of the television,
said he was hungry and, after one o'clock Tomorrow, they heard that he
was leaving the family home.
They could hear when he turned on his Mustang 98, they thought he was going to buy something to eat.
Through the investigation they were able to confirm that they went to
the Mariano Matamoros subdivision and then to a convenience store that
is open all night in the Casas Grandes subdivision.
He bought a drink and took the Boulevard 2000 heading to Rosarito, to
the area known as El Descanso, which reminds him of his last tribute to
his deceased father. He went to the beach, just in front of the restaurant area next to the movie studios. There his track was lost .
The Mustang
of Officer Blancarte, assigned to the Tijuana Corporation, was located
by elements of the Rosarito Police Department the following day,
December 10. They left it abandoned on Boulevard 2000, a few kilometers before entering Rosarito.
In the car, the investigators found the traces of the policeman's palms
on the trunk, as if they had done it to be recharged to check it, and
the officer's blood "drip", as if recharging had bled slightly.
He carried his wallet, "surely they realized that he was a policeman,
but the issue is that he was alone, he was not working, and the
criminals that at this moment we believe surprised him, must have
realized".
The main hypothesis within the prosecution is that the same criminal
cell that deprived the four young men of their freedom and returned to
three captures Blancarte. To date they have not advanced in the investigations and continues missing.
"The version given to the press that their credit cards were later used is a lie," said one of the investigators in the case.
RELATED FACTS
Although the families withdrew the complaint for three of the
deprivations of liberty, investigations continue, as Rolando Camacho and
agent César Guillermo Blancarte are still missing.
Additionally, the authorities inquire whether the same criminal group
is linked to two other crimes that have occurred in the area.
* One, the murder of the subcommander of Primo Tapia, Alfredo Duarte
Mendoza, riddled in the aforementioned delegation while he was traveling
in his patrol on November 30, 2018, around two o'clock in the
afternoon. They killed him with long weapons in the vicinity of Rancho El Medano.
The hypothesis of the investigators indicates that the criminals acted,
because a week before the murder, the authorities detected and secured a
clandestine take of gasoline in the area and confiscated several drums.
And since the Sinaloa Cartel is paying police protection in the area,
which they did not receive, they took their revenge with Duarte Mendoza,
from whom to date they have not found references to receiving money.
* Two, the double murder reported on December 4 at Kilometer 22 on a Baja Malibú neighborhood road in Tijuana. The bodies of apparently two addicts, one male and one female, were found incinerated;
the man had a tattoo with a pre-Hispanic figure on his chest, and the
woman had a skull with wings on the upper left part of his back.

requested information on the activity of the authorities to block the
transfer of drugs along the route they have identified, which is used by
the "La Rana" cell.

May 12, 2018.
Personnel assigned to the Second Naval Region, in coordination with the
Maritime Customs of Ensenada, secured ten sacks with 195 packages of
white powder with the characteristics similar to cocaine -with an
approximate weight of 193 kilograms- in a container that was in the Port
of Ensenada. The shipment was part of the cargo of the vessel Sealand Philadelphia , the strange thing is that it came from Los Angeles, California, to the port of Lázaro Cárdenas, Michoacán.
November 26, 2018.
In a surveillance overflight, the Navy of Mexico detected and seized
171 packages of marijuana that totaled 1,880 kilograms and 235 " crystal" packages that weighed 115 kilograms. The drug was transported by boat, in the vicinity of the Gulf of Santa Clara, north of San Felipe.
January 16, 2019.
During a surveillance tour, military, naval and federal elements
discovered 560 kilos of marijuana and 1,460 liters of fuel transported
in a smaller vessel, which was abandoned in Faro Beach in Ensenada."

Okay, there is also going to be a drill I guess you would call it at the Otay POE this Wednesday starting at 6:00pm. We are due for rains here starting on Friday, lasting for five days, so the electricity will probably go out. More migrantes on their way and more returned migrantes - what I heard was that the US will be handing over twenty migrantes to the Mexican authorities starting this Friday while they wait for their hearings.
