Tijuana Execution Stats For June & July Revisited - UPDATE 07/22: And It Is A Big Revision : TIJ Had 272 Intentional Homicides During the Month of June - Full Coverage From Zeta - Turning Point with Upcoming Mueller Testimony ?

Meanwhile, the absolute assault on Trump and his policies continues at a high clip...who knows for sure - maybe Melania will be air lifted out of the White House in a straight jacket after all !!!  The Stats Revisited.....

The last blog,  I posted that Zeta had reported June of this year ended with 217 executions in Tijuana.
Then ,Zeta's  July 17th report stating 132 executed  in Tijuana  so far this month of July bringing the YTD total to 1,231 dead in the city. 

Since the 07/17 report, I have counted 17 more executed in the city, including the three heads and torsos and the Municipal Police officer killed this morning

But according to the Secretariado Ejecutivo del Systema Nacional de Seguridad Publica, June actually ended with 272 executed in Tijuana, a number which far surpasses the PGJE numbers by 55. The point is, it's a lot worse than most of us might have realized with additional executions in Ensenada, and a Ministerial Agent killed in Tecate in the past few days. And, you might be wondering, how many more months from this year alone were we given lower numbers of executions/intentional homicides in an effort just to keep the lid on so to speak? Particularly for the sake of tourism and real estate sales ?

"Seven shots were fired from the firearm that ended the life of Heriberto Gutiérrez Martínez, an agent of the State Ministerial Police, assigned to the area of ​​Robos Poniente, who was surprised when he was in the parking lot of the Walmart department store. in the Hidalgo colony, in Mexicali.

The deceased today received multiple impacts on his body, which ended his life in a few moments.

According to   authorities, the murderer fled aboard a white Honda vehicle, bound for the Hidalgo colony, managing to circumvent the police operation.
The area was reinforced by state and municipal authorities, both by land and through surveillance cameras installed in the vicinity."

This morning Carlos Alvarez covers the report from the Secretariado Ejecutivo de Sistema Nacional de Seguridad Publica which has ranked Tijuana in first place nationwide for intentional homicides for the month of June, showing 272 deaths.  This report also presents the percentages of increase/decrease and overall standing of the highest ranking violent states of Mexico from January '19 - June '19.

"In 18 of the 32 entities of the country there was an increase in the number of victims of murders, while in 14 states there was a detriment in the homicides, during the first semester of 2019, according to figures from the Map of Criminal Incidence in June , released by the Executive Secretariat of the National Public Security System (SESNSP).
During June, the entities that accumulated the highest number of victims of intentional homicide were Baja California, with 272; Guanajuato, with 248; Chihuahua, with 243; State of Mexico, with 228; Jalisco, with 226; Michoacán, with 175; Guerrero, with 171; Sonora, with 164; Veracruz, with 149, and Mexico City, with 143.
On the contrary, the entities that last month had less victims were Yucatán and Baja California Sur, with 2 each; Campeche, with 5; Durango and Aguascalientes, with 8 each, and Querétaro, with 11.
The national monthly average went from 2 thousand 714 victims of intentional homicide during the first semester of last year, to 2 thousand 856 of this, a difference of 142.

 If the trend continues, 2019 will close with more than 34 thousand 200 victims and will displace to 2018 as the most violent year in the modern history of Mexico.
Regarding the number of victims of crimes of the common law between January and June, in the 32 entities of the country 17 thousand 138 victims of manslaughter were registered, an increase of 5.21 percent compared to the number of murders that were recorded in the same last year's period, when in total there were 16,288 victims.
Of the more than 17 thousand victims of manslaughter recorded during the first six months of this year, in about 71.3 percent of the cases (12 thousand 215 people) were attacked with a firearm. From January to June 2018, of the more than 16,200 murder victims, 11,460 died from a firearm, the equivalent of 70.35 percent of the total.
From January to June of 2019 there were 1 million 4 thousand 191 alleged crimes in the Mexican Republic, and only in June throughout the country the figure reached 170 thousand 738, according to the same data of the agency dependent on the Ministry of the Interior (Segob ) of the Federal Government, headed by Andrés Manuel López Obrador.
In the first semester of this year 2019, the entity with the highest increase in murders was Nuevo León, where 486 victims of intentional homicide were registered, an increase of 72 percent compared to the same period last year, when it became known of 282 murders.
According to SESNSP data, Nuevo León is followed by Sonora, Hidalgo, Morelos and Tabasco, with increases in the number of intentional homicides of 67, 53, 44 and 42 percent, respectively, compared to the first semester of 2018. 

On the contrary, Baja California Sur leads the 14 entities that have registered improvements, since it went from registering 125 murders in the first semester of 2018, to 44 for the same period of the current year, a reduction of 64 percent.
Likewise, the State of Mexico and Mexico City recorded the highest delinquency rates in June, registering 28,855 and 19,995 crimes, respectively, followed by Jalisco, with 12,893 crimes, and Guanajuato, with 11,468. , Campeche, Tlaxcala and Nayarit reported the lowest figures of alleged crimes, with 198, 332 and 412.
During the first semester of the year EDOMEX and Mexico City also presented the highest figures, with 159 thousand 635 and 123 thousand 403 presumed crimes, followed by Jalisco, Guanajuato, Baja California and Puebla, with 81 thousand 859, 68 thousand 783, 49 thousand 706 and 39 thousand 872 illicit, respectively."

UPDATE/EDIT - 07/23/19: 

But hold on a minute, AMLO downplays the violence in Baja California. Well, if you feel comfortable camping out with your family in San Quintin, or any points north or south of that, by all means just go for it, because the new mantra now is that the violence is only in Tijuana.  When you're down that a way, keep in mind the entire area is the main drug route, and everyone wants to control it.

Strange Brew

Zeta reported during the first six days of February there were 45 executions in Tijuana and brings us up to date on the totals from the other Municipalities:

(Also includes the objectives of the Military Deployment in Baja California and the Narcomanta threats made against AMLO last week. An update: two arrests have been made, one of a Central American hanging the threats, and now of a CAF cell leader.  Initially it was thought the CAF had distanced themselves from the threats.)

"According to statistics from the Attorney General's Office of the State, until the end of this edition - Thursday 7- February, there are 44 violent deaths in Tijuana, followed by Ensenada (20), Mexicali (8) and Playas de Rosarito (9)." The Ensenada numbers cover the attack and shoot out in front of the Lucerne Hotel in El Sauzal, Ensenada - that link includes video.

Since then from Zeta's Daily Reports I have counted 17 more and 3 injured by gunfire in Tijuana,  three more in Rosarito from the Carmen Gutierrez reports (note Plaza Del Mar and area seems to be a favorite dumping ground these days), and one more in Mexicali.

Will the recently deployed 1,800 Mexican Army troops (plus 600 more on their way) working together with the Federal Police, the State Police (PEPOs) and the Municipal Police manage to curtail the violence?  Differing opinions prevail:

"Baja California has two municipalities that are in the top ten of the sites where more homicides are committed per 100 thousand inhabitants, which makes it one of the most violent states in the country, according to the Citizen Council for Public Safety and the Criminal Justice

In its annual report "Violence in Municipalities of Mexico," the agency lists the most insecure entities in Mexico and places Baja California, Guerrero, Oaxaca and Zacatecas first and at the same level.

The foregoing, the study details, because in the five municipalities of this state the level of violence is higher than the national level.

In the case of Tijuana, it appears as the second most violent municipality in 2018 of 234 cities that exceed the national average of violence per 100 thousand inhabitants.

In this study, released by the president of the Citizen Council, José Antonio Ortega, it is noted that Tijuana was outnumbered in the incidence of intentional homicides by Tecomán, Colima, in 2018.

The violations

In relation to other crimes, the violations put the municipalities such as Mexicali, Tecate and Tijuana in the ranking of the 20 cities with the highest number of violations in the whole country; Tecate ranks sixth with 35% of crimes committed in the Entity.

Mexicali ranked 14th in the ranking of violations in 2018 with 28% for every 100,000 inhabitants, and Tijuana ranked 19th with 26%.

While in robbery with violence and extortion no city of Baja California appears in the top 20 of this study conducted by the civil association; which takes up the data provided by the National Secretariat for Public Security and the Inegi.

Expense without results

Representatives of the Citizen Council assured that in the subject of social crime prevention the federal government spent more than 16 billion pesos, but without any result.

"It was money thrown in the trash, they left the country more violent and insecure," said José Antonio Ortega.

He added that the study is important, since the government of President Andrés Manuel López Obrador intends to continue the social prevention of crime.

"But in a more radical way than its predecessors, through an increase in the distribution of subsidies, also in a way that is no longer focused but massive and indiscriminate," he said.

He concluded that the subsidies to deal with the issue of the violence index in the country did not reduce the violence nor will they do so, since they assure that since 2013 that they started with this study they have not seen a downward trend in criminal acts in the municipalities of Mexico and each time they add more to the list.

 At least three elements of the State Preventive Police (PEP) of Baja California, in payroll and assets, are investigated by the intelligence areas for their links to drug trafficking, particularly with the Sinaloa Cartel and the cell led by René Arzate. " The Frog".

An investigative agent revealed to ZETA the names of those investigated: Edmos Sánchez Lizárraga "El Elmos", Luis Santiago Burgoin Ruvalcaba "Burgoin", and one who he only referred to as "El Leo", since they have not been able to identify which of two elements, whether Leobardo Ramírez González or Leonardo Triay Blandón.
According to the inquiries, the three elements of the PEP would be linked to a group of drug dealers who, on June 1, 2018, murdered Francisco Ibarra González, head of the PEP's technical area in Ensenada.
But that would not be the only attack by criminals against officers. They are accused and investigated after it is presumed that on November 6, 2018, two state agents attacked and wounded in Punta Colonet, while conducting investigations precisely to capture the murderer of Ibarra González.
Twenty-four days after the attack on the officers and the escape of the murderer, on November 30, on the pedestrian bridge in front of the military garrison and the Government Center in Ensenada, a blanket was hung with a criminal message that directly involved the policemen investigated today: 

" To all the people who are working for the cartel of La Rana (Mercenary) and (90) and state policemen named Elmo ',' Leo ',' Burgon ', municipal and min. The sweeper has already fallen, we are working people, not assassins or thieves atte: Cartel de Ensenada ".
The epistolary affront confirmed what was already being investigated about the state: its collusion with drug trafficking.
In the tables of Territorial Coordination for the Construction of Peace, the operational commands of the municipal, state and federal corporations know about the issue, although the official inquiry is a mystery and the three alleged dishonest agents are still active despite the suspicion that they provided information for the murder of agent Ibarra.
The investigated PEP agents have a long history of crimes:

Edmos Sánchez Lizárraga appears in the penitentiary system in 2009 for trade and possession of dredges, and in 2011 for possession. In 2010 he was charged with burglary and abuse of authority, federal crimes and injuries; in 2012 and 2016 due to abuse of authority and threats, while in 2013 he was investigated for qualified homicide.
Since August 2016, he had been officially mentioned as an infiltrated agent of the Sinaloa Cartel, at the time in the service of Hugo Iván Rivera Gómez "El Padrino", trafficator of the Arzate brothers. However, such information had no repercussions.

With respect to Luis Santiago Burgoin Ruvalcaba, his name has been included in three previous investigations: one for robbery in 2006, another for abuse of authority in 2014 and one more for the same crime in 2017. He was threatened in December 2014, when criminals left a box with the head of a pig and a rifle cartridge on the forehead of the animal, in the vicinity of the house of the uniformed. In 2017 he received another threat, curiously from the Sinaloa Cartel, with which he allegedly has agreements.
As for the agent nicknamed "El Leo", he has not yet been identified.
Unofficially, ZETA was informed that in the investigations it is reported that these state policemen are supporting a cell in Sinaloa that descends small planes in the south of Ensenada. They have criminal influence in colonies like Los Laureles, Villa Residencial del Prado second section, Valle Verde, Encinos, Laureles and Villas del Sol.
"The plaza" would be fought by the Jalisco Nueva Generación Cartel (CJNG) and the cells identified as La Barredora, Ensenada Cartel and the Castro Mendoza brothers in Isla de Cedros.
In relation to René Arzate "La Rana", who according to the investigators has an arrest warrant for the purposes of extradition to the United States, they have identified him as criminal lieutenants to:
* Alfonso Niebla Vega "El 90", 37 years old, operator in Ensenada. He was captured for damage to property owned by others in 2005, and for drug possession and trade in 2009 and 2011.
* Carlos Adrián Casas Reyes "El 8" and / or "Mercenario", Sinaloan and "second in command", with two residences in Ensenada. Since 2016, he is credited with being part of the Sinaloa Cartel and maintaining gun battles for the control of the sale of narco-traffic in the port.
* Jesús Salvador Villavicencio Meza "El Venado" and / or "El Rayder", 24 years old; arrested, investigated and released for the crimes of injuries, attempted murder on three occasions, drug possession (captured and released twice) and one more for corruption. March 2017.
* Ufrano Alberto Beltrán Romero "El Betillo", presumably dedicated to the narcomenudeo and located in the attack to the palenque Poker in January 2016.
* Manuel Enciso "El Gordo", located by the group of forces coordinated as an element that transports drugs from Ensenada to Tijuana for "El Niebla".

Raúl Adrián Macías Rodríguez is 20 years old and has at least two nicknames. Some say "El Tigre", others place it as "El Rulo". When he was 12 years old, he witnessed an aggravated homicide by kinship. His mother used to work in the State Penitentiary System and a state agent was his partner.
Nowadays, at his young age, "El Rulo" is investigated for homicide. Particularly for the murder of Francisco Ibarra González, who was the director of the technical area of ​​the PEP in Ensenada.
In the investigations they have been able to identify that the network between the indicated killer Raúl Macías and the Sinaloa Cartel, is with Alberto Beltrán Romero and Manuel Enciso. In addition, Ibarra, the murdered officer, had headed several Fraga assurances south of Ensenada.
According to the investigators, Macías Rodríguez and his criminal group are accused of attacking the state police officers - including a commander - with bullets on November 6, 2018, after five o'clock in the afternoon in the vicinity of a gas station in the Ejido Mexico in Punta Colonet south of Ensenada, they were looking to arrest Raúl Macías.
The attack was the product of an internal betrayal, when from the ranks of the PEP they informed the Sinaloa cell that the group of agents was on their way to arrest "El Rulo".

When the police arrived, they were already waiting for them.
In the attack where long weapons were operated, one of the elements destroyed his right hand and another the spleen and right knee.
To date, Raúl Adrián Macías Rodríguez is still a fugitive, so the authorities of the State of Sinaloa, in coordination with those of Baja California, are looking for him in Mazatlán.
Around nine in the evening of Sunday, January 13, in the C4 received the report of an armed attack in the private Aniz de Villas del Prado, area where several police received housing credit.

Solis and his family would have been living with the victim in front of a bonfire when two men arrived. One wore a black hooded sweatshirt and carried a short weapon, the other was covered with a blue jacket and wielded a long weapon; one of the sweatshirts had the legend Aero .
The official Rodriguez explained to the authorities that she lived in the house in which her son was attacked, but had moved a week ago, after receiving "threats from a hitman who lives outside the private one", which she did not identify.
Other witnesses warned that a couple of police who live in the same private "seized a drug" and ignored how they stayed, but they were "selling", the criminals found out and were threatening.
In the search for the murderer, the Municipal Police captured Cristian Reynoso Ordaz, 32, in possession of a rifle. Previously he had recognized selling drugs for the CJNG.
The alleged offender detailed that on Sunday of the attack, he spoke "El Homero" to give instructions to pick up a car and then go through "The Virus", who had run out of gas, he waited for twenty minutes but did not appear, and when He went down to look for him, after the bullets stopped him.
Although "El Homero" was identified by one of the witnesses of the shooting in Villas del Prado, where they murdered the son of the police Rodríguez, he would later say that he had only driven the car.

Although he did not admit to having participated in the attack unofficially, Reynoso Ordaz did say that he had been working with "El Homero" for three months, of whom he knows, he is the brother of "El Tortas" and that the two had been recently arrested. He gave details about his participation in the criminal operation of the CJNG cell: supplying three "little shops " in the Sanchez Taboada neighborhood, in exchange for between one and two thousand pesos a week, although he was sometimes paid with the drug known as " Crystal "
Those referred to as "El Tortas" and "El Homero" are the Hernández Quintero brothers, Juan and Homero, apprehended around five in the afternoon on Thursday, January 10, in the vicinity of their house, between Biznaga and Cactus streets. the Sanchez Taboada colony.
